Glynn County Schools is seeking public feedback and comment regarding its application for a local Education Flexibility Program (Ed Flex) waiver for the Special 125% Rule for Satilla Marsh Elementary School.
Satilla Marsh's poverty percentage will be below 35% for the 2022-2023 school year, which prompted the 125% Rule requirement:
"The per-pupil amount of funds allocated to each eligible school attendance area or eligible school, shall be at least 125% of the per-pupil amount of funds an LEA received for that year. (ESSA Section 1113[c][2][A]; 34 CFR 200.78[b][1]-[2])."
The 125% Rule means that federal funding for the district's Title I schools must be distributed at 125% of the per-pupil allotment, which would mean not being able to serve all Title I schools appropriately. The waiver allows the district to allocate Title I-A funding more equitably across the district without leaving out any of the Title I schools.
